Media orgs serve notice to APCC

ITANAGAR, Dec 12: Taking cognizance of the incident in which journalists were rebuked and alleged of being BJP party members by a Congress member while discharging their duties on the frontlines on Dec 12, the press fraternity of the state has taken a stern view and served a notice seeking clarification on the Arunachal Pradesh Congress Committee.

The press fraternity comprising of Arunachal Pradesh Union of Working Journalists, Arunachal Press Club and Arunachal Electronic Media Association vehemently condemns the incident.

It is to be reminded that around the 2014 General Elections, the press fraternity had lodged a complaint with the State Chief Election Officer against APCC for trying to bribe the journalists present after a press conference/briefing at Rajiv Gandhi Bhawan, Itanagar.

The repeated undermining of the press by the Congress party is a serious threat to democracy, which the press fraternity believes is a thinly veiled attack on the freedom of expression - under Article 19 (2) of the Indian Constitution.

Bill on refugee issue or will stall Assembly: AAPSU

ITANAGAR, Dec 12: Expressing apprehension over the uncaring attitude of the state government on the contentious Chakma-Hajong refugee issue, the All Arunachal Pradesh Students’ Union (AAPSU) on Saturday has threatened to stall the proceedings of the state Legislative Assembly unless a bill on the refugee imbroglio is tabled in the floor of the house.

“We will not allow the Assembly session to function normally till the government introduces a bill to oppose settlement of refugees in the state,” AAPSU President Kamta Lapung said in the statement.

The executive body of the union which met here on Friday, unanimously resolved to demand the government to introduce a bill in the Assembly on the settlement issue of the refugees.

Saying that the Chakma-Hajong imbroglio has taken the back seat following the infighting between the ruling Congress, Lapung said the issue has been posing threat to the future generation of the state.

“Our leaders have failed to address the contentious issue and are busy playing politics for their respected chairs. They talk about development but has miserably failed to understand that if we failed to find a lasting solution to the issue, there will be no Arunachal left to be governed,” Lapung emphatically said.

“We will be reduced to a minority and will be ruled by the Chakma-Hajong, which AAPSU will never let it happen,” he added.

The union also demanded the government not to allow permanent settlement to the refugees in the state, deletion of their names from the compensation list of the proposed Greenfield Airport project at Hollongi and immediate removal of the Chakma-Hajong refugees from the forest areas of the state which they have illegally occupied. Reiterating its demand for the recall of the Governor for his alleged anti-Arunachali stand since he joined the state, the union stated that the Governor had failed to meet the union over the Chakma-Hajong issue earlier during its rally which, showed his lack of interest on the issue.

Citing the airport issue involving the Governor’s controversial letter to the Prime Minister requesting him to drop the project and instead upgrade the Lilabari airport at Lakhimpur in neighbouring Assam, the AAPSU stated that the Governor’s clarification on the letter citing compensation issue was not at all justified.

“If at all due to compensation issue, the airport should be shifted to Assam, then tomorrow the Governor might ask the Centre to shift the Trans Arunachal Highway (TAH) to Assam,” Lapung pointed out.

“We also have apprehensions regarding the boundary issue since the Governor had represented Assam as the Chief Secretary on many occasions. In order to maintain a peaceful co-existence between the two states, the Governor should be recalled at the earliest,” added Lapung.

JACAP asks NES not to incite communal sentiment

Staff Reporter

ITANAGAR, Dec 12:  Jumping into the bandwagon against Nyishi Elite Society (NES) for targeting the Governor, Joint Action Committee of Arunachal Pradesh (JACAP) Chairman Lokam Tassar today expressed shock at NES statement stating that Society is communalising the political movement to save the Chief Minister Nabam Tuki.

Addressing the media persons at Press Club here, JACAP Chairman said that NES being registered NGO under Society Registration Act 1860, is not supposed to incite communal sentiment in a political movement. Condemning the society, Tassar termed the NES statement as ‘irresponsible and highly condemnable’ by all.

He added that Nyishi being the largest community in the state should lead the state in all front including peace, communal harmony and development.

Citing the Pradeep Thakur issue, former Koloriang MLA alleged that NES had already lowered the community’s image by inciting violence to topple late Jarbom Gamlin from the post of Chief Minister.

He said that NES is deviating from its main objectives, saying that instead of taking up social and cultural and economic issues, the society is inclined more to politics which is absolutely a wrong precedence.

He further informed the media persons that JACAP will lodge FIR against the NES and its members for violating Central Service Rules and Society Registration Act 1860 pointing out that one third of NES members are government employees.

JACAP Vice Chairman Ngurang Taka also informed that they will write to Chief Secretary against NES for appropriate action. On the reported impeachment motion moved against the Deputy Speaker, JACAP claimed that it is planted by the Speaker so that it contradicts with his impeachment motion.

NES defers protest rally, questions Governor

ITANAGAR, Dec 12: The Nyishi Elite Society has decided to defer the proposed Protest Rally of Dec 14 citing the latest turn of events. The rally was proposed to press for recall of the incumbent Governor, J.P Rajkhowa by NES stating that the Governor was being partial to call the sixth sitting of the Legislative Assembly from Dec 16th to 18th and target Speaker Nabam Rebia for impeachment while uplifting the Deputy Speaker who too faces impeachment motion. No subsequent date for the rally was given by NES.

In a release, NES reiterated that it was a blatant lie by Governor JP Rajkhowa in saying that he was unaware of the impeachment motion against the Deputy Speaker, whereas, both the impeachment motions are under the scrutiny of the Secretary, Legislative Assembly.

Questioning the Governor, NES added that he advocated for three to four airports in Arunachal Pradesh, whereas, he has been a major hurdle for a single much needed airport at the state capital-Itanagar. NES has also questioned the Governor’s act of bypassing the precedence of legal consultations with his own Government machineries, the Department of Law, Advocate General and Legislative Assembly secretariat and rather, obtain assistance from legal experts outside the state. Is impeachment motion of a Speaker a private case of the Governor, queried the release.

NES criticized for tagging Governor as anti-Nyishi

ITANAGAR, Dec 12: Since the declaration of Anti-Nyishi tag for the Governor, the Nyishi Elite Society is facing criticism from various corners.

In a release, All Nyishi Youth Association (ANYA) has condemned the NES for involving in state politics, interfering in the business of Arunachal Pradesh State Legislative Assembly and for misguiding innocent Nyishi people for communalizing every petty issue for self-benefit.

It further appealed youths from Nyishi community and the general people not to join in the proposed protest rally on Dec 14 next and said that it would hold NES responsible if any untoward incident happens or any law and order problem arise out of the protest rally. It also appealed the NES executive members who are government employees to resign from their respective government service if they are really interested in joining state politics.

The Former ANSU Leaders said that NES and ANSU should not drag the entire Nyishi community in the political race.  In the state, many national as well as regional political parties have their own setups and adequate man power to safeguard their political interest. We do not approve of such haste move of the premier organization leading the Nyishi community towards wrong direction, it said in its release.

It also said that it would hold responsible the NES and ANSU if any untoward happens in their movement.

Save Arunachal Youth Organization (SAYA) in a release said that it is disappointed with the decision of NES saying that it has jumped blindly into the political issue which has resulted from internal conflict among the Congress legislators. It said NES should rather focus in building pan Arunachal identity to integrate, unit and instill feeling of brotherhood and oneness among the different communities of the state.

SAYA suggested that NES should desist itself from associating with the political race for the post of CM and Speaker which would neither benefit the Nyishi community nor it will do good for entire community of the state.

The All Arunachal Pradesh Non-Registration Contractors’ Association (AAPNRCA) in another statement said that the allegation leveled by NES against the Governor is an attempt to communalize the political movement and invite collateral damage for the Nyishi community.

It demanded the NES president should immediately resign from his post. It also asked the chief secretary to suspend the executive members of NES as most of them are state government employees and also to cancel its registration.

Meanwhile,  in a sensational turn of events after the Nyishi Elite Society (NES) came head on with the Governor and tagged him Anti-Nyishi, an FIR was lodged against members of community based organization with Itanagar police station today under section 153 (A) 153 (B), 122 & 124 of IPC.

The FIR has been lodged by one Yukar Tara against President Bengia Tolum, secretary general Tarh Tabin, vice president Katung Wahge, publicity secretary Bengia Amit and Secretary (protocol) Yumlam Kaha of NES.

In the FIR, it said that the tone of the NES office bearers is prejudicial to the national integration as it has threatened the constitutional head which amounts to insult.

APCC writes to President demanding removal of Governor

ITANAGAR, Dec 12: The conflict between Arunachal Pradesh Congress Committee (APCC) and Governor of the state JP Rajkhowa reached its height today with the party demanding recall of the Governor.

Narrating the Governor’s alleged anti-Arunachalee, anti-development and anti-Government stand, APCC President Padi Richo in a memorandum to President Pranab Mukherjee today requested him to recall Governor Rajkhowa and appoint a ‘suitable and eligible person’ in his place.

Ever since he took over as Governor of the state, he has been in media limelight for one reason or another, Richo said.

Giving details of the Governor’s alleged anti-Arunachalee and anti-Government activities in a chronological manner, the APCC president in his memorandum accused the Governor of misusing the Raj Bhawan as office of the BJP to dislodge the ruling Congress Government in the state.  He has been casting doubt on Nabam Tuki-led Government, its transparency and ability to function from the very first day of assuming office of the Governor which is evident from his various press statements published in local dailies.

“Unfortunately, the Governor’s criticism of the State Government provided an opportunity to opposition parties, like BJP and PPA to level allegations on the state government of ‘financial mismanagement’ and ‘corruption,’ the memorandum said.

Terming the early Assembly session and summoning of a special session of the assembly to facilitate ‘no confidence motion’ against the Speaker as unconstitutional, Richo alleged an unholy nexus between the Governor and opposition BJP.

He alleged that the Governor has grossly abused his constitutional position through excessive interference in the affairs of executives and interactions with media to defame the Congress Government from time to time.

The APCC President also informed the President Mukherjee about the Governor’s negative suggestions on the proposed Greenfield airport at Hollongi inviting storm of protests from all quarters, his alleged insensitive response towards sensitive Chakma and Hajong refugee issues, unconstitutional discharge of duties in political affairs and his alleged role in fuelling dissident activities.

Earlier in the morning, thousands of Congress Party workers, members and leaders marched towards the Raj Bhawan via Bank Tinali demanding immediate ouster of the Governor.

The protest rally started from APCC headquarters Rajiv Gandhi Bhawan here around 9-15 AM shouting slogans and carrying placards and banners demanding removal of the governor. The rally was stopped at Raj Bhawan Welcome Gate by the security personnel, wherein the APCC president and other leaders of the party vented out their anger and reservation against the Governor.

In his address, Richo said that the age-old peaceful co-existence between the people of Arunachal and Assam is at stake due to Rajkhowa. He demanded removal of the Governor even from entire North East and added that the rally was just beginning.

There will be no rest until the Governor is ousted, he said and indicated organizing similar protest rallies even at grassroots level to meet the demand.

AAPSU, GSU object to celebration of

‘Dhemiji Utsav’ in Arunachal land

ITANAGAR, Dec 12: All Arunachal Pradesh Students' Union (AAPSU) and Galo Students' Union (GSU) have strongly objected to ‘forceful’ celebration of ‘Dhemaji Utsav' 2016 within the territorial jurisdiction of Aunachal Pradesh and demanded the State Government to deploy police in the affected area and evict the festival organisers from the proposed festival venue.

Informing that the organizing committee of Dhemaji Utsav' is forcibly trying to celebrate the ‘Dhemaji Utsav’ from January 7 to 10 on the bank of Jiadhal (Dolok) River in the foothills of Kangku circle, AAPSU’s Communal Harmony & Border Affairs Secretary and GSU in a complaint letter to the Chief Secretary demanded not to allow celebration of ‘Utsav' within the territorial jurisdiction of Aunachal Pradesh and immediate eviction of the organising committee from Kangku.

Responding to a letter from both the students union, the West Siang Deputy Commissioner in November 23 last year  had written to the Chief Secretary informing about the same but nothing has been done to prevent the celebration of Dhemaji Utsav by Assam based organisations in the territory of Arunachal Pradesh, the letter to the Chief Secretary read.

When the boundary dispute between Arunachal Pradesh and Assam is still pending in the Supreme Court this kind of repeated act of aggression by Assam based organisations not only tantamount to the violation of the apex court's directive to maintain status quo but also a direct threat to the life and property of indigenous people of the state residing along the inter-state boundary, the letter added.

“The State Govt. will solely be responsible in case of breakdown of law and order in the area due to celebration of the ‘Utsav’ (festival) at Kangku,” cautioned both AAPSU and GSU.
